The “Menace” is the reason the World Protector Kit (WPK) is being telepathically distributed by the “Group of Worlds”. The Menace is the reason the WPK endowed DAX with the knowledge to build the Personifier. The Personifier created the HPC to be her team to help her  battle the Menace.

When the Menace finally arrives in Earth’s orbit it soon becomes clear how they were the destroyer of worlds wherever they found them. They did not bring a massive army to conquer each planet. They brought no living members of their species
